Universal is building its first European resort on former brickworks land at Kempston Hardwick, just south of Bedford. The site runs to roughly 476 acres, main construction began in 2026, and the planning documents put the construction workforce at up to 20,000 jobs over the build period. Almost none of those people live in Bedford. A project on that scale draws in groundworks, civils, steel, mechanical and electrical, fit-out and specialist teams from across the country, and every one of them needs somewhere to sleep within a sensible drive of the site.
Running alongside it is East West Rail. The Marston Vale corridor is being upgraded, stations are being rebuilt and relocated, and road access is being reworked with new A421 slip roads. Rail and highways programmes bring in rotating specialist crews on shift patterns, often at short notice and often needing to extend when possession dates move.
Bedford was already more than a commuter town before any of this. Millbrook Proving Ground sits just outside, the Cardington hangars are used for large scale film and television production, Bedford Hospital serves the wider borough, and the Thameslink line puts London within a direct train ride, which makes the town a realistic base for relocating staff. The Great Ouse also runs straight through the middle of it, and river flooding is a real and recurring risk that insurers and loss adjusters here deal with directly.

The Universal entertainment resort is under construction on a former brickworks site south of Bedford, with main construction underway and an opening targeted for the early 2030s. Planning documents indicate up to 20,000 jobs during the construction period. Demand can come from main contractors and their subcontract chains needing several properties at once, on rolling bookings, with vehicle parking and the flexibility to extend as phases move.
East West Rail works are progressing along the Marston Vale line, including station changes and road access improvements linked to the resort development. Rail projects generate a different booking pattern to building sites, built around possessions, shift work and short notice mobilisation, with teams often arriving for a defined block of nights rather than a standard working week.
Millbrook Proving Ground sits a short drive from Bedford and is used for vehicle testing and development work. The area is often used by engineering teams, test crews and supplier staff attending for programmes lasting days or weeks, usually needing accommodation with parking and easy access rather than anything town centre.
The River Great Ouse runs through Bedford and the surrounding villages, and river flooding is a known and recurring risk across the borough. Insurers, loss adjusters and property managers regularly need alternative accommodation for households while repairs are carried out, usually needing placement within days, close to the family's existing schools and work, with an end date that moves as the repair schedule develops.
Bedford sits on the Thameslink line with direct trains to London, which makes it a practical base for staff relocating south or working across the Oxford to Cambridge corridor. The Cardington hangars are also used for large scale film and television production, which brings in crews for fixed shoot runs needing accommodation booked and invoiced through the production rather than paid personally.

Bedford's accommodation demand is dominated by people arriving for months of work, not nights away. That changes what a property actually has to do.
Sensible drive time to Kempston Hardwick, the Marston Vale corridor or the A421, rather than town centre location for its own sake
Van and work vehicle parking, including space for more than one vehicle at the same property
A proper kitchen and laundry, because teams here are staying for months rather than nights
Separate bedrooms for teams sharing, and family sized properties for relocations and insurance placements
Business invoicing, VAT receipts, PO references, and paperwork that insurers and loss adjusters accept
Rolling extensions on the same property at the same rate as phases and possessions move
